Electronic archival journal

What is an electronic archival journal? It means:

  1. All papers undergo a rigorous peer review, as with any archival journal
  2. The editorial board is drawn from leaders in the field, with a mix of people from different stages in their careers
  3. Accepted papers are placed on the web, and
  4. The web address of all papers remains static throughout time

All JILP papers can be referenced as: http://www.jilp.org/volN/vNpaperX.pdf
where N is the volume number (N = 1 is 1999), and X is the paper number, where X is numbered sequentially from the first paper published in the year.
